Gas industry companies
In 2002, the company invested over RR 58 million in environmental protection, with major share in the Astrakhan gas processing plant pipeline system integrity enhancement and sanitation, bank reinforcement and underwater technical operations at the Volga river crossings, as well as in soil restoration and water treatment facilities modernization.
Development of information and analytical system for providing informational back up of the production ecological monitoring was completed in 2002. Within the frames of the Russia-Germany project with participation of the regional nature protection authorities of the Astrakhan and Volgograd districts and the Kalmyk Republic, a procedure of ecological information exchange was set up as well as the communications between the regional Eco-Monitoring Center and automated station for atmospheric air pollution control in the town of Narymanov and eco-monitoring network were established.
A state of the environment in the Company's operation areas remained stable during the preceding fouryears. Emissions into the air above the maximum allowable level in the areas adjacent to the outer border of the Astrakhan plant sanitary zone were not registered in 2002. The integrated air pollution index determined varies from 1.88 (near flares in a 3 km-off-the-plant zone) to 0.69 (near living areas) proving low pollution concentrations in the atmosphere.
Bashtransgaz
In 2002, the company invested over RR 300 million in environmental protection, with RR 210 million channeled into modernization of the Sharansky and Dyurtyulinsky gas pipeline operation divisions, including replacement of obsolete gas compressor units with new ones (GPA-12R Ural and GPA -16R Ufa). Over RR 17 million were expended
on the construction of two automobile gas filling compressor stations.
Surface and ground water protection measures included construction of a service well for sewage injection at the underground gas storage facility, overhaul of treating facilities BIO-25 and BOS-15 at the Arakulovskoye and Sterlitamakskoye pipeline operation divisions, etc. Spoiled soils were restored and the banks were reinforced at river crossings.
Up to 2007, Bashtransgaz is planning to effect a series of 39 measures aimed at environment protection (10 - at air protection, 21 - at water resources and 8 - at soil protection).
Burgaz
In 2002, the company effected a series of measures aimed at protection of air and water environment, soils, natural resources, industrial waste disposal, development of production eco-monitoring system, and improvement of the nature protection norms and standards. This activity, among other, included the introduction of new humus-mineral concentrate for drilling waste detoxi-cation, the Devaroil biological agent for treatment of oil polluted soil and sludge shops, and drilling rigs conversion to electric drive, where possible.
Ecologically benign technologies were introduced into production processes. The latter involves secondary utilization of scrap and waste fuels and oils. Humus acid salts were first used for the detoxication of drilling wastes. Introduction of drilling technology on the basis of 12 movable drilling mud (KEMTRON) dehydrating units use eliminates the necessity of using stationary shops.
Volgogradtransgaz
In the reported year, modernization of combustion chambers of the GTK-10-4 gas turbine compressors through their replacement with the PST-100 new burners was completed. 86 motor vehicles of the company were conversed to compressed gas. The conversion will result in annual reduction of hydrocarbons emission by 15 t and carbon dioxide by 1281.
Volgotransgaz
In 2002, the company effected a series of 52 scheduled and 5 extra measures aimed at environment protection (16 - at air protection, 25 - at water resources and 8 - at soil protection).
The atmosphere protection activity, among others, included an overhaul of gas treatment unit at the Pilninskoye pipeline operation division, assembly of the purge gas utilization system at the Tcheboksarskaya compressor station, installation of ejectors at a gas odorization unit at the gas distribution station for the odorant fumes collection. As part of water resources protection, an overhaul of sewage treatment facilities (STF) at the Muromskaya compressor station was completed, a STF-600 unit was commissioned at the Sechenovskaya compressor station, and construction of storm water collectors at the Zavolzhskoye and Semyonovskoye pipeline operation divisions was completed. 22 motor vehicles were conversed to compressed gas.
Protection of land implies land recultivation after impairment in a course of gas pipeline construction and repair; construction of warehouses for fluorescent lamps, worn-out tires and solid household waste storage, planting at production sites.
A number of environment protection measures were undertaken in 2002, in particular: pipeline gas leakage detection with helicopter-borne laser locator, composite clutch usage in operating pipeline repair without shut-off, additives to diesel oils use and the Rimet engines restoration.
Kavkaztransgaz
In the year in the report, over RR 30 million were invested in environment protection. The heaviest investments were effected in sewage treatment (some RR 19 million) at the facilities of the Privolnenskoye, Mozdokskoye and Stavropolskoye pipeline operation divisions, in soil restoration (over RR 4 million), in the Stavropolskoye Gas Production Directorate.
Environment protection measures embraced improvement of hole blowing method (blowing line built-in into gas gathering lines allowed to reduce methane emission), replacement of the NK-12-ST engines at DKS-2 gas compressor unit with the new NK-14ST engines (CO2 and NOx emission decrease). 18 motor vehicles were converted to compressed gas.
Kaspygazprom
In 2002, the company effected a series of measures aimed at protection of air, reduction of industrial and consumer good wastes volume and waste disposal, soil protection, production eco-monitoring system creation, and improvement of the nature protection norms and standards with the total cost of RR 1.7 million. Reduction in methane emission was one of the most illustrative results of this activity. 50 motor vehicles were converted to compressed gas.
A Program On high-quality water supply and an eco-friendly process water disposal at the Kaspygazprom facilities for 2003-2006 was initiated. The Program's realization will require investments worth of some RR 44 million. The program's tasks are entered into the Gas Industry Program on implementation of high-quality water and process water disposal system at Gazprom'sfacilities - Gazprom's Clean Water - 2003-2007.
Kubangazprom
In 2002, the company effected actions on atmosphere, surface and ground water, soil protection. Air protection included selection of the most efficient mode of technological equipment operation, creation of a closed and air-tight systems for hydrocarbons gathering, treatment and transmission, hole blowing using specialized equipment, gas discharge into a low-pressure pipeline in repair of gas compressors, complete gas burning in furnaces.
Water resource protection measures included the following: maintenance of production well sealing, toxic formation water burial in injection wells, timely identification and liquidation of cross-flow between beds, sludge pit equipment with hydraulic sealings.
In order to prevent soil damage, a number of actions were undertaken including arrangement of traffic through designated roads, industrial waste gathering and disposal for burial and processing, soil restoration.
The developments of the Kubangazprom R&D Center were included into the regional target program on waste handling. The company actively participates in the regional ecological program on conservation of the Yasinskaya spit in the sea of Azov, ecological monitoring in the Russia-Turkey pipeline construction area.
Lentransgaz
In 2002, draft proposals for maximum hazardous emissions into the atmosphere were formulated and submitted concerning 7 industrial facilities, and the
quotas were granted in relation to 5 of them. Draft proposals were made on maximum admissible discharge of sewage harmful matters into water for 5 facilities, and positive decisions were made concerning another 4 facilities. The sections on Environment protection have been prepared for construction project of 6 facilities as well as water consumption and disposal norms for 1 facility. 8 motor vehicles were re-equipped for running on natural gas. The total number of vehicles converted to compressed gas amounts to 102, or 17% of the motor pool.
Mostransgaz
In the year in the report, under the agreements with VNIIGAZ and the Russian State I.M. Gubkin Oil and Gas Academy, the company conducted pilot testing and commissioned motor compressor exhaust gas treatment and detoxication system at the Moskovskoye underground gas storage facilities. The efficiency of NOx extraction was in the range from 15% to 50%. Experimental tests results will be used for treatment process optimization in the course of the design implementation and operation. The analysis shows that the treatment efficiency may be raised by above 50%.
Nadymgazprom
In 2002, more than 30 environment-oriented measures were effected at the corporate facilities to lower emissions into the atmosphere and water pollution; simultaneously, primary landowners received back recultivated land areas.
Due to additional sewage treatment capacities installed at the Yamsoveyskoye and Yubileynoye fields (25 m3/d and 75 m3/d, respectively) and the modernization of treatment units at the Medvezhye field, hazardous matters discharge to water and underground reservoirs was reduced. In the result of soil restoration, 102.74 ha of land were returned to primary landowners. Owing to noxious waste transfer to special enterprises for utilization (58,6001), land area previously used for stock piling was diminished, as well waste impact on soil, ground water and atmospheric air was weakened.
Large-scale works on eco-analytical laboratories re-equipment were completed.
Novy-Urengoy petrochemical complex
In 2002, implementations aimed at nature protection were effected at the corporate facilities, lowering emissions into the atmosphere, water pollution, and pot water production was arranged.
Insulation of heating surface in furnace and convection sections of the boilers was replaced with modern lining material. Current repair of water wells and periodic survey of the ground water state were effected. The Biodisc-1000 unit was constructed and mounted.
Noyabrskgazdobycha
Major nature protection activities were applied to the Vyngapurovsk gas production facilities in 2002. Process and rainwater discharge treatment lines with a 5 I/sec throughput and two sewage pumping stations were erected for feeding the sewage to the treatment facilities and water well. Storage tanks were constructed for industrial sewage and treated water (200 m3 in volume) as well as silt sites at the industrial and household sewage treatment facilities.
Additional filters to catch solid admixtures were installed in the oil traps at the Zapadno-Tarkosolinskoye gas field and at two sewage pumping stations. CO, hydrocarbons and exhaust gases control point was established at the Motor Vehicles and Special Transport Means Department.
Orenburggazprom
Integrated index of atmospheric pollution in the vicinity of the company's facilities was decreased to 0.25 of the maximum admissible concentration in 2002.
In 2002, some 124,000 analyses were made at the company's laboratories. No excess of the maximum admissible concentration in the range of the components under control was registered. Monitoring carried out over the last 5 years revealed a decline trend in the atmospheric pollution level (H2S, SO2, CnHm and CO). The concentration of harmful components turned out 15% lower in 2002, that the average multi year level.
In 2002, Orenburggazprom invested over RR 143 million in the ecological programs, including RR 12 million in feasibility study and procurement, RR 131 million in the implementation of the Program on improving ecological situation in the Orenburg gas processing plant area. The said undertakings included re-equipment of the U-331 unit of the plant and comprised the replacement of piston compressors with centrifugal ones and modernization of the fractionation column (U-335) based on the Merox process.Estimated harmful emissions reduction due to the units putting on stream could exceed 6,000t/y.
A program of technical re-equipment [ embraced modernization of flare facilities at gas processing plant, aimed at more complete gas burning and combustion chamber upgrading at the gas compressor unit of the booster compressor (DKS-2) station in order to reduce NOx specific emission and to secure the limits set for sanitary zone, to restore the soil within the temporary right of way and agricultural fields agro-chemical reclaiming. 27 vehicles were converted to fuel gas.
Permtransgaz
In 2002, 31 environmental measures were effected in the company. In the air protection area, the major attention was paid to modernization of the Kungurskaya 1,2 compressor stations, upgrading of the Urengoy-Petrovsk pipeline with a GPA-16 unit instead of the older GPA-Ts-6.3 (emission reduction by 1,303 t), re-equipment of the Agryzskaya compressor station at the Yamburg-Elets-2 pipeline (by 255 t), reconstruction of the Ordinskaya compressor station at the Urengoy-Tsentr-2 pipeline by replacing the GTK-10-4 with the GPA-Ts-12R Ural (by 191). 47 vehicles were converted to run on gas.
In the water protection area, an overhaul of sewage treatment facilities was carried out by the Kungurskaya pipeline operation division as well as repair of underwater crossings over the river of Kama, Chusovaya and others, operational monitoring was performed at water intake points of the Votkinskoye, Mozhginskoye, Otcherskoye pipeline operation divisions. Testing grounds for solid household wastes storage were restored at the Kungurskaya pipeline operation division, oil spillage was liquidated on the pond located at the Bardymskoye testing ground for solid household wastes storage.
In the reported year, 34 units of laboratory equipment were delivered to the Permtransgaz divisions.
Samaratransgaz
In 2002, volume of gas vented into the atmosphere in repair was reduce from 3,296 t in 2001 to 3,1611, through pressure decrease in gas mains to minimum operational level.
In the Severnoye and Pokhvistnevskoye pipeline operation divisions, an aeration system was assembled at the BIO-400 sewage treatment
facility. At the Sergievskoye and Pavlovskoye pipeline operation divisions, water recirculation systems were installed at the vehicle washing station. At the Severnoye pipeline operation division battery electrolyte detoxication equipment was installed. In the Samaratransgaz affiliates, 33 km of sewage systems were washed in total. The company recultivated 210 ha of land spoiled during pipeline construction and repair. At the Srednevozhskoye pipeline operation division, thefollowing developments were made: design of sanitary zone for the industrial site in Samara, maximum permissible emission level was determined for 24 compressor stations. 202 vehicles were converted to compressed natural gas.
Environmental impact assessment of 8 divisions and Samaratransgaz headquarters was carried out within the frame of environmental management system creation.
Severgazprom
In the year in the report, over RR 7.5 million were invested in 8 environment protection implementations. Some RR 4.4 million, or almost 60% of the total funding, were directed to production ecological monitoring, including thefollowing:
Environmental protection, 2002
Soils impaired in quarry development in the Komi Republic, Arkhangelskaya and Vologodskaya districts were restored. Rain water sewage system was overhauled through installation of modular equipment at the gas filling station in the town of Sokol, the Vologda district.
Surgutgazprom
43 environment protection implementations were realized in the company in 2002, worth of RR 270 million. Atmospheric air protection implementations (RR 202 million) included pipeline emergency blowouts prevention (repair of underwater crossings across the Yagenetta, Saletyakha, Purpe rivers), scheduled servicing of gas compressor unit at compressor stations KS-00, 02, 1, operational mode adjustment of the boilers, gas-cylinder equipment installation at 126 motor vehicles, modernization of GTK-10-4 gas turbine compressors, upgrading of GTK-10 combustion chambers, erection of two flare standpipes at the Surgut gas stabilization plant.
Water resources protection (RR 58 million) includes the works on construction of the pretreated water utilization unit, preventive repair of tanks and pipelines, commissioning of the LKS 35-64 compressor station at the water supply recycling station and tank farm banking at the Surgut gas stabilization plant. Bank reinforcement was completed at the Urengoy-Tchelyabinsk pipeline crossing to maintain the Vyngapur river natural hydrological regime. Repair and construction were carried out at a number of water treatment facilities.
Tattransgaz
Among the environmental protection actions performed by the company in 2002 the following should be noted:
The Tatarstan Republican Committee on Natural and Liquefied Gas Use as a Motor Fuel was set up on the initiative of the Tattransgaz company. Upon the order of the Committee, the Ministry for Transportation and Road Construction is currently engaged in the development of the Conception on gas motor fuel implementation in the Republican motor transport for 2004-2010, and the Republican Ministry of Ecology and Natural Resources was authorized to complete elaboration of the draft Republican Law on natural gas use in transportation.

Tyumentransgaz
In 2002, the company backed up the development of the composite Land Atlas of Tyumentransgaz and introduced the geo-informational system as well as performed an internal ecological auditing.A system to evaluate environmental protection activities of the company's divisions was developed. A set of measures to reduce hazardous matter emission into the air was fulfilled at the Peregrebnenskoye, Kazymskoye, Long-Yuganskoye pipeline operation divisions. The company also elaborated norms and standards related to environment protection.
Purchasing and installation of 460 items of equipment and instrumentation by the company in 2002 is of special significance. Ecological divisions of the company are 100% equipped with personal computers. The Kedr-Gaz automated system was introduced for information support of managerial decisions.
Increased efficiency of ecological activity resulted in shrinkage of over-the-limit payments for environmental pollution by 10-15%.
Uraltransgaz
In the year in the report, reconstruction of water treatment facilities was continued in the Dombarovskoye and Mednogorskoye pipeline operation divisions; the reconstruction included installation of the equipment manufactured by the Van Topol - Ural company. Air ventilation and dedusting equipment was assembled in timber sawing shop and technological equipment repair shop of the company's division - Energogazremont. 161 vehicles were converted to compressed natural gas.
The industrial and sanitary laboratory of Uraltransgaz was certified in 2002 as being competent in evaluation and quantitative analysis of atmospheric and sewage pollution as well as that of a treated sewage water (accreditation certificate ROSS RU. 0001.511856 valid until 2005).
Urengoygazprom
In 2002,58 environmental protection measures were performed at the company's facilities. The iactivities included water treatment facilities assembly and commissioning, introduction of four motor washing units, boiler conversion to natural gas, sewage water treatment byaero-ydrocavitation technology, construction of compressor stations for utilization of low-pressure associated gas, installation of burners for oil-containing waste utilization, overhaul of absorption well. Water resources protection embraced laboratory control over the treatment facilities performance, sewage quality analysis, monitoring of water- bearing horizon and surface water, small river bed clearing, sanitary zone maintenance in the vicinity of artesian and absorption wells, detoxication of household waste and sewage water at treatment facilities of compressor stations and living settlements.
To protect atmospheric air, boiler burner adjustment was carried out, emissions from different sources were controlled and norms and standards on maximum permissible emissions were upgraded.
Ground and soil protection activity included field pipeline banking restoration, oil polluted soil cleaning, toxic waste collection and disposal.
Yugtransgaz
The company fulfilled 81 environment protection implementations in 2002. The works embraced modernization of the GT-750-6 gas turbine units in the Alexandrovo-Gaiskoye and Mokrousskoye gas pipeline operation divisions, installation of 97 easy-removable plugs at pipeline section and protective valves. The Magistral-2 telemechanic complex was introduced for gas flow automatic emergency shut-off at gas mains; an algorithm was developed for gas compressor unit emergency shut-off, securing pressure relief at injector piping only in case of the oil-gas pressure drop decrease to the minimum value. All the automobile gas filling compressor stations were equipped with special devices to improve methane dissipation in case of gas vent. 126 carburetor and 25 diesel motor vehicles were converted to natural gas. The divisions of the company provided pipeline inspection to detect methane leakage and to liquidate damage at wells, gas-distributing stations and gas treatment units, and valving. Recultivation of spoiled soil (104 ha) was completed, 250 tanks were purchased for production and household wastes storage.

A number of technological innovations were implemented in environment protection, including those aimed at water treatment facilities performance improvement (installation of aerators with the Rakada polymer fibrous-porous pipes, assembly of more efficient air-blowers).
Eco-production parameters of Gazprom
One of the fundamental principles of the sustainable development lies in the alignment of production growth with environmental safety. High production volume is not an end in itself; it should be accompanied by universal and continual consideration of ecological aspect in decision-making. The degree of ecological purposefulness of economic activities is illustrated best of all by the value of emissions, discharge and waste toxicity per a unit of production (eco-production parameters).
The following trend is observed: with the volume of gas transmitted growth specific emission into the atmosphere decreases. The same is true in relation to specific discharge into water and toxic wastes accumulation. Similar correlation between production volume and eco-production parameters is registered at the gas and condensate producing companies.
