Significance

Russia, Kazakhstan and Turkmenistan attach big significance to deepening the mutually beneficial cooperation in the gas industry as well as admit their common interest in securing reliable transmission of increasing natural gas volumes across the Middle Asia to Russia.

Project Background

On May 12, 2007, the Presidents of the Russian Federation, Kazakhstan and Turkmenistan signed the Joint Declaration to build the Pre-Caspian gas pipeline.

On December 20, 2007, a trilateral intergovernmental Agreement of Cooperation for the construction of the Pre-Caspian gas pipeline was signed. The Agreement envisages creation of additional capacities (up to 20 bcm annually) for the purpose of conveying natural gas from the Caspian Sea fields and other locations in Turkmenistan and the Republic of Kazakhstan to the Russian Federation.

In July 2008 the agreement was signed on Gazprom’s participation in investment projects in the gas industry of Turkmenistan. The agreement stipulates building up the capacity of the Turkmen section of the Precaspian gas pipeline up to 30 bcm.

Technical Features

The gas volume to be transported via the Pre-Caspian gas pipeline is projected account for:

– up to 30 bcmpa from Turkmenistan;

– up to 10 bcmpa from Kazakhstan.

Russia, Kazakhstan and Turkmenistan may study in future the possibility of boosting the Pre-Caspian gas pipeline capacity with regard of their resource base development.

The Pre-Caspian gas pipeline will have the length of circa 1,700 km, of which over 500 km will run across Turkmenistan and circa 1,200 km – across Kazakhstan.

Current Status

The pipeline construction is to be launched in 2009.

In each of the countries the project will be executed by the companies authorized to do it by the countries in question – Gazprom, KazMunaiGaz and Turkmengaz.

As of June 2008, the parties are completing the preparation for signing of an Agreement for joint principles of cooperation between the authorized companies as stipulated in the Intergovernmental Agreement. In the near future, there are plans to form a trilateral Coordinating Committee and steering groups for the Pre-Caspian gas pipeline construction project.
